As a member of the Apartment Association Greater Inland Empire, you will have an advocate on your team to fight for your rights as a rental housing owner. AAGIE works hard to track the latest ordinances affecting the rental housing industry in cities throughout the Inland Empire. Our legislative advocacy efforts saved rental property owners thousands of dollars in fees, taxes, and regulatory burdens. Here are some of our accomplishments over the past year.

CITY OF FONTANA
Social Host and Unruly Gathering Ordinance

AAGIE was successful in working with the City of Fontana as they considered adopting the "Social Hosts to Minors and Unruly Gatherings Ordinance." This ordinance places culpability on those responsible for hosting parties where minors consume alcohol or other illegal substances, and holds people responsible if they host, allow, or permit unruly gatherings. In some cases, a landlord may be liable if their tenant continues to hold or allow unruly gatherings on their property and may incur the penalties associated with the ordinance. AAGIE met with the Fontana Police Department to discuss their concerns. The Fontana Police Department agreed to create a brochure that outlines the stipulations of the ordinance and the steps landlords can take to protect themselves. AAGIE also created an unruly gathering accountability addendum specific to the City of Fontana that can be used in conjunction with rental agreements. The California Apartment Association approved addendum for use in October 2010.
CITY OF SAN BERNARDINO
Real Estate Transfer Tax

In response to the City's growing deficit, the City of San Bernardino proposed an increase to the real estate transfer tax. Council members were asked to vote on whether to put the tax on the November 2010 ballot. An increase to the tax would have brought additional revenue to the City while also driving out investors and landlords. AAGIE attended the budget meetings and worked with other local real estate associations to voice opposition to the proposed transfer tax. AAGIE also voiced their support for responsible landlords and investors who wish to conduct business in San Bernardino. AAGIE was successful in stopping the proposed tax.

CITY OF DESERT HOT SPRINGS
Rental Inspection Ordinance

The City of Desert Hot Springs voted to introduce a rental inspection ordinance as a way to combat blight in the community. Original proposals for the ordinance were quickly rejected by AAGIE as they would have levied fees as high as $343 per inspection and could have asked owners to violate California State Law. Recognizing that the city was determined to implement a similar program, AAGIE worked closely with the City Council to develop ideas for a program that is fair, inexpensive and less intrusive. Instead of a traditional rental inspection program, The City Council approved the Safe Housing Program. This program stipulates that in order to avoid costly inspections, property owners must register their units with the city and have and maintain a current certificate of compliance, which can be obtained at no cost. AAGIE actions saved property owners in the City of Desert Hot Springs hundreds of dollars.

CITY OF SAN BERNARDINO
Measure C

When the City of San Bernardino voted in favor of putting Measure C on the November 2010 ballot AAGIE was in full support, donating $5,000 from its CAAPAC fund. Measure C was a proposal to change the City Charter by giving the Council and Mayor the power to appoint the City Attorney, Clerk and Treasurer and places minimum job qualifications on these positions. Most importantly it would have retired City Attorney James Penman who is notorious for his slander toward the rental housing industry and was at the forefront of recently passed rental inspection ordinances. Although Measure C was voted down by voters, AAGIE believes their participation sent an important message about the need for reform in San Bernardino City politics.
